NCP help please - PCN to keeper (Doncaster East Laith Gate)

Hi All,
you’ve helped me in the past but I need assistance again. I have a PCN for the above NCP car park.

A few weeks ago I parked in the car park, I recall going to the machine and I have a feeling they were out of action so I used RingGo. I have equally vague recollection that RingGo wasn’t responding but cannot find any evidence I paid or tried to pay (no screenshots).
I was certain I paid, as I recall the overnight fee being quite pricey. But no evidence.
and now I have the PCN. The standard £100 reduced to £60 in 14 days spiel.
I have read the newbie thread but still need to check. Can I appeal? Should I appeal? Or am I bang to rights?

Plan B is an appeal to NCP.
You can search for many cases of claims that involve failure of apps which cause PCNs. The Newbies thread gives all the advice.1 -

Is the NTK a POFA one?
Show us front and back please (minus your data). Very often, NCP don't use keeper liability.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I do not know if this is still correct but the 2018 Doncaster Parking Strategy includes the following:
East Leith Gate and NCP Frances Street Car Parks are privately managed but owned by The Council (elsewhere in the document the car park name is spelt correctly as East Laith Gate).

But you have hidden all the dates too.
No-one will be able to conclusively say whether it is POFA compliant or not.2 -

To be compliant a NtK must arrive with the keeper within fourteen days of the incident.
As POFA allows two days for postal service, the earliest that Notice could have been delivered is 29th September.
29th September is sixteen days after the date of the alleged parking event.2
