Absolutely not, there's not a single element of this that isn't a massive red flag1

I agree - over my dead body would be my answer. He has already (sky box) proved he is not prepared to be financially trusted. If he decides to be an absolute pain you could find yourself having to pay back any 25% council tax rebate plus fines. Financial association to him would be an absolute nightmare.

Never would I allow an ex to do this.
He is your ex for a reason.
Just ignore him.
I would also ask your insurance company can they flag up your address in some way.
You only have one backside so keep it well covered 😁Find out who you are and do that on purpose (thanks to Owain Wyn Jones quoting Dolly Parton)2 -
Cut ties, don't let him reintroduce himself into your life. He is your ex for a reason.
It gives him a reason to "pop round for his post" to become a nuisance etc.
Why does he have so many. Is he running a business and trying to do so via your address
Say no. Stand strong. Suggest other friends/family if absolutely necessary but put it back to him in a text or email firmly refusing permission and save it somewhere.
Also you do not want these cars appearing out the blue either .3 -
"No" is a complete sentence and does not require any extra words.
If he asks why not, politely remind him that he is your ex, and that he should find somewhere else to register the vehicles to.
(And why does he have 5 vehicles when he lives on a boat? He can only drive one at once!)2021 Decluttering Awards: ⭐⭐🥇🥇🥇🥇🥇🥇 2022 Decluttering Awards: 🥇
