    ok i didnt know what to write so i just lifted some things when i tried to contact the, let me know what you think:

    On 16th of September, the Defendant received a letter from ZZPS, informing the Defendant that they were acting on your behalf (UK Parking Control Limited) as the Defendant have not paid a Parking Charge Notice that was sent to myself.

     

    First of all, the Defendant NEVER received any Parking Charge Notice from yourself (UK Parking Control Limited), NO ticket was fixed on to my vehicle, NO letter or any other correspondence was sent to the Defendant and the Defendant was not aware or in the know about any contravention that may have occurred at Colindale retail park, on the alleged contravention date 05/08/2023.

     

     

    According GOV.uk, there is a process that is supposed to be followed when enforcing parking charge notices:

     

    Parking Penalty Charge Notice enforcement process:

    1. At the scene by a civil enforcement officer (CEO) by being fixed to the vehicle, or handed to the person appearing to be in charge of it;
    2. By post in the following cases:
      1. Enforcement is by camera; or
      2. The CEO was prevented by someone from serving it at the scene; or
      3. The CEO had begun to prepare a Penalty Charge Notice but the vehicle was driven away before it was finished and issued.

    Clearly NONE of the above process was followed, which makes this pursuing of this alleged contravention illegal and it is now harassment for a fine the Defendant am is not aware of.

    The Defendant state once again:

    -       NO Parking Charge Notice fixed to the Defendant’s vehicle – if so, please provide evidence

    -       NO Parking Charge Notice was sent to the Defendant’s address – if by registered mail - so please provide evidence

     

    The Defendant called your head office number nobody answered, the Defendant called your customer service number, the Defendant waited for over 5 HOURS, no one answered, please see proof of the 5 hour wait, it is clear your company has NO INTEREST whatsoever to resolve issues or speak to any humans, hence the 5 hour wait.

    The Defendant has requested:

    STOP the harassment

    STOP your debt collectors ZZPS sending me letters

    STOP your debt collectors GCTT threatening to take me to court

    The defendant has now held a funeral and is in mourning for their son.

    The defendant just wants to grieve in peace.

    No, start again.  None of that is relevant and this isn't a penalty charge notice.

    Please re-read what I say in the template defence paragraph 3 that you should be stating.

    ok thanks i did mention that i am dyslexic and find a lot of text confusing hence why i need help - i have read it and my issue is that i did not get a PCN in the first place - none of the reason stated are related to me - its all about parking in a residential area.

    ok i have to say is not a lot, will this do:

    The defendant was at the car park with my now deceased son and his sister. We attended the play centre for children I the defendant was no aware of any wrong doing.

    The defendant did not the original PCN – The defendant did not receive an opportunity to appeal any PCN or a demand for a fine.

    You need to fit this into the template defence as your paragraph #3, see also changes above.  You need to defend why, if true, the car was parked "not within the confines of a bay" maybe there were other cars badly parked such that the driver had to park accordingly badly!  Can you ask someone to check before you submit that it all makes sense and is spelt correctly?  All paragraphs require a number.
