I'm not being frivolous when I say that. Everyone ignores £170 debt demands.

No you haven't paid £3 at all to the land registry if the search was unsuccessful
If the land is registered then you will only be charged if you place an order against a title plan or registered (or both)

Attach your evidence and say why aggressive demands increasing the PCN to £170 do NOT deter you from your point of principle re your unfair parking charge:
I am not paying the charge now. I can't appeal now, so increasing it to £170 makes me less likely to pay. I would rather defend the case in court than pay 3 figures to a 'scam' parking firm who offered no appeal.
Use your case.
Attach ALL those £170 letters for the Government to see.
Answer just question 4 and explain your decision-making and how those letters make you feel (scared? Angry that this is allowed?).Easy stuff. Change the law. Please help!

I've responded to the Government's call for evidence, so hopefully it will make a difference.
I've decided I'm going to pay the £170.
It's a sad world we live in when there are people out there who will happily earn a living from other people's misfortune. This is the sad reality of the modern world we live in.
But time is money, and if I continue to ignore these threatening letters and receive a 'letter before claim' notification, I'm going to have to turn up in court and take a day off work. The paperwork I will need to prepare prior to any appearance in court will take another day or half day to prepare.
As much as I'd like to commit time and effort in to fighting this, I've come the the conclusion that I'd probably be better of financially paying this now to prevent any court appearance or requirements to submit a claim pack. I have my own business to run and I just feel as though my time could be better spent on other things.
Apologies, I know that this goes against everything you are fighting for.
But I just can't justify having the time off work should it ever come to that.

That letter is a blatant lie and should be used against them if it should ever get to court. If you read the PAP, you will see the obvious lie about it following the Pre-Action Protocol. Any claim for money must give 30 days notice and include a bunch of forms (which you should not use) as per the annexe.

If you went to court and lost, you'd pay less than the £170. However, funding the scammers makes you a part of the problem and proves that their tactics, which are designed to get the low-hanging fruit on the gullible tree easily picked off, actually work and their billion-pound industry scam works.1

How would I pay less than £170 if I go to court and lose, considering that the car parking company along are demanding £170, without taking any additional court fees in to consideration?0
