Another Lebara issue?

Mrs B has switched to Lebara (I phone SE)
I have dual sim, Lebara and O2 (Moto g 31)
Her phone is 'playing up' today - texts saying 'not sent' but the other person replies!
Turned phone off and back on.
Just tried to call it from my phone ...
Lebara to Lebara rings normally and connects
O2 to Lebara gives "it has not been possible to connect your call"

Did I read on another thread about toggling voicemail off and on, but how?

I presume she has ported a number to lebara. Which network did she port from and how recently? What happens if she calls you? Do you see a different incoming number if she calls your o2 number to calling your lebara number?
It sounds like an incomplete port, internal calls are working but cross network calls are trying to connect to her old provider.

I really struggle to get my head around porting. If I get a new sim from Vodafone with number 07890 123456 and then port it to o2, Three and ee will still identify it as a vodafone number and route calls to them, who will redirect it to o2. O2 will know it's their number now and direct internal calls straight to it  if I then port to three do o2 then contact vodafone to redirect calls to three? Or do vodafone direct calls to o2, who then redirect them to three?

Ported in from Three about a month ago and it's been working fine till today.
She can call my Lebara number fine but not my O2
    No different caller ID
Calls out to BT landline work fine but back in from BT to her Lebara fails

Once a number if ported it's becomes a number on the new network as if it were their number from the start. There is no contact with the old network.

(but the number is still flagged as originating with the first network, and if it's ever cancelled it's returned to the first network from wherever it ended up)

On the Voda network I can ring Mrs B's Lebara and back the other way
    On the O2 - I can't
On the "hutchinson 3g UK" network, to Lebara fails but from Lebara back, works fine.

Vodafone and EE have had some sort of failure today that has led to problems with both networks making and/or receiving calls.

its not a Lebara issue as much as it's really a Vodafone issue.

    Weirdly, bbc report on issues today contains the following;
"This meant some customers were unable to connect calls to EE numbers, and the issue also affected customers who've previously transferred their number from EE to Vodafone".

Numbers transferred or "ported" from EE to any new network, including Three, O2 and Vodafone, were affected, the Vodafone spokesperson added, because three of the digits in the mobile number still identify them as "EE" numbers. That meant that even though they are no longer EE customers, calls are briefly routed through EE's infrastructure.

While those former EE customers could call within their new network, calls to other networks were being affected by the problems at EE, Vodafone said."

Vodafone statement to bbc seems to suggest different, that numbers originally issued by ee were affected, regardless of which network they are now on

Otherwise let's say I use vodafone and I call a UK mobile number which isn't on vodafone. How does vodafone connect the call? Granted they can identify the originator of the number but how do they know how many times the number has been ported?

So what happens if she dials your o2 number? No dial tone? Voicemail? Is your o2 sim definitely active for incoming calls?
