Thankyou @Ralph-y and everyone!
Please all refer the people you and other regulars (or lurkers) have helped over the years to please do this:
https://forums.moneysavingexpert.com/discussion/6471857/please-reply-to-question-4-of-the-governments-call-for-evidence-re-the-level-of-parking-charges
Even if they just answer Question 4 it WILL make a difference.

Here is Aldi Portslade, Brighton, East Sussex, notorious for ParkingEye alleged being the driving force behind:
- Aldi bombarding the local Council with applications to reduce the parking time from 3 hours;
- Aldi being fined for making changes (ParkingEye changed the time limit on signs) without permission;
- signs being put up unlawfully saying the car park was for 'Aldi customers only' (the Council ordered those signs to be removed the same month).
https://www.theargus.co.uk/news/9031524.aldi-fined-for-breaking-law-on-parking-charges-at-portslade-store/
After several pushy applications to the Council over the years, ParkingEye succeeded in getting the free parking time battered down to 1.5 hours despite the fact that elderly people shop here and in this little high street which the car park serves.
But could PEye be arsed to spend money on replacing signs once they got their own way?
Course not.
Altered by stickers yet again:£70 PCN is still considered a sufficient deterrent.
The car park is directly opposite Portslade station which is a commuter train route to London.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is Dunelm at Shoreham, West Sussex
It includes a cafe and it's a large retailer on 2 floors, so if the motorist has a bite of lunch, people can easily spend a couple of hours here.
Close to shops, cafes and Shoreham station (direct commuter train route to Brighton & London).
Looks like no PPC is here, yes?
No entrance sign. No signs seen anywhere as my friend took these pictures before she left.
The back of the sign seen in the 2nd pic isn't from a PPC, it just directs drivers to go left:
But my friend spotted this dirty sign set back in a tree and had to stand there for ages to search it for the PCN amount.Apparently it's £90.
Unsuspecting drivers can only stay 90 mins. Who knew?
There's no deterrent at all from a hidden signPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

More from my Shoreham friend:
Next Shoreham-by-Sea is a perplexing one!
A large, busy store including a huge furniture area, garden furniture and home goods/clothes on two floors, right next to the main A27 and the Holmbush retail park that I showed in a previous post.
I can only conclude they have kicked out G24 because ALL of the time limits and £90 are covered up with stickers and even though the signs are there, they lack any contract.
Next has added their own clearer black sign warning of 'prosecution' instead:See the white stickers above!
It isn't vandalism. All signs are altered this way. This sign below (was a G24 one, going by the shape & position on a pole) is completely white:PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Back to my Portslade relative's evidence.
ATS Tyres - Portslade, Brighton - is just up a few hundred metres from the seafront and close to houses, a school & shops.
NO PPC
The car parked out of a bay is apparently an employee and they said to my friend - a customer here - that there is no abuse of their bays despite the open entrance seen on the right of the first photo:They have their own sign on a wall and simple chains as a visual barrier around the boundary.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hounsom Memorial Church Hove/Portslade
In a busy residential area (with BHCC restricted parking on street) and a couple of schools close by, but the church car park suffers no abuse according to my relative who goes there.
Two open entrances straight off the road.
No barriers, no PPC, no carmageddon:PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Another Hove Church within the city of Brighton & Hove captured last month by my Portslade contact.
Bishop Hanington, Holmes Ave, Hove
NO PPC
Same road as two large schools and lots of houses but do you see any carmageddon?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Directly opposite that church is a small piece of land where residents park their cars - presumably for security and to avoid being clipped by passing buses, etc.
Holmes Avenue, Hove.
To stop the general public using it for Church services or events someone has put up their own signs.
NO PPC
NO CARMAGEDDON
PEOPLE ARE HAPPY TO PUT HOME MADE SIGNS UP WHICH IS EVIDENCE THAT THIS IS JUST AS MUCH OF A DETERRENT AND IT IS NOT ABOUT THE MONEY:PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
