Am I being stupid here, or does this contract between VCS (the Company) and VQMC (the Client), state that only the Client (VQMC) can issue PCNs and the Company (VCS) will process them.
It then goes on to say the Client Authorises the Company to do its obligations, but the PCNs come from VCS not VQMC. Surely the PCNs would come from VCS on Behalf of the VQMC and the PCN should specifically state the PCN is on behalf of the VQMC 🤔
I thought VCS were IPC members not BPA. Maybe you can be both.

The land is owned by the Canal and Rivers Trust and is part leased to the VQMC.

At a quick glance, it looks like it might be a self-ticketing contract where the client, VQMC, issue tickets with VCS's name on them. VCS will then do the back office work of obtaining keeper details and sending the NTK, I think.
