Thank you everyone for your help, it is appreciated.
I know going round face to face would have been the best course of action, but for various reasons it's not something I could do.
We've smoothed everything out, and she appreciated the message because it's helped her create a better bedtime routine for her youngest (the main culprit).7 -

I would not put anything in writing - even by text. That can back fire on you and raise the problem to a whole new level. I suggest you speak to the neighbours giving a reason why the noise is causing you a problem, such as you cannot hear the TV or radio, you cannot have an afternoon nap, you cannot hear people on the telephone, or you like to go to bed early etc.
