Euro Car Parks, Morrisons (12min overstay)

Hi Friends,
Really appreciate all the help. I've read the newbies thread however I had a few questions.
Situation
- 2 hours max allowed, I stayed 12 minutes over, received PCN from Euro Car Parks
- Euro Car Parks appeal window missed
- Debt has been passed to Debt Recovery Plus (member of IPC and BPA)
Reason for appeal
- The driver of the car at the time was captured by ANPR cameras driving in to the car park at 09:40AM and driving out at 11:52AM on the same date. The driver was unable to park immediately upon entering the car park due to congestion from other vehicles, and due to the size of the vehicle (A long-wheelbase Peugeot Boxer van), it took 8 minutes to find an appropriate space and ensure that the vehicle was parked correctly inside of the bay lines, go and read the parking signs and enter the store. It took an additional 4 minutes for the driver to return to the vehicle, and leave the car park, negotiating other cars trying to leave at the same time.
- Plan A letter: Insufficient grace period: Requesting cancellation of the PCN, otherwise requesting a POPLA verification code. (Non-compliance with BPA Code of Practice. No evidence of Landowner Authority, No genuine pre-estimate of loss, Breaches the Consumer Protection from Unfair Trading Regulations (CPUTR) 2008. Included screenshot of banking app showing purchase as I don't have a receipt.
- Referencing: ParkingEye v Fox-Jones (2013), BPA Code of Practice (13.2), statement made by Kelvin Reynolds on grace periods.
Plan A
- I have emailed Morrisons head office through their online email form (Done)
- Next step: email the retail manager (In progress)
Plan B (Waiting)
- I believe after I have exhausted plan A, I will then make a formal appeal to Debt Recovery Plus. Am I right in thinking nothing can be gained from writing to them now?
I am currently trying to find the contact details for the retail manager but I'm struggling. Here is a link to the land (Morrisons, Chorlton, Manchester). Is there somewhere else I can find this information?

You say "appeal window missed".
That means you have also missed any PoPLA appeal opportunity.
The fourth post of the NEWBIES thread explains exactly how to deal with debt collector's letters, but to summarise that post - ignore them.
Your next action must be to complain to Morrisons - either the local store manage or head office.
I would be heading back to the store with your Morrisons receipt and asking them to cancel the charge. Much better to have a face to face chat with the manager rather than email - too easy for them to refuse you by email.
But if that's not possible, or successful, wait patiently for a Letter Before Claim to drop through your letterbox and then follow the guidance in the second post of the NEWBIES thread.1 -
Morrisons has a dedicated customer service page for parking charges in their car parks. No need to "email" them. Just use the link here:

If you were a customer or you have a Morrisons card, it is most likely to be cancelled by them.
Why on earth are you dealing with or even thinking about dealing with Debt Recovery Plus? They are a third-party bunch of scammers whose only job is to scare gullible victims into paying into their scam. They are not a party to the contract you have allegedly breached with ECP and so have no power to do anything except to try and bully you into pooping your pants and paying the extortion. Ignore DRP. Do not give them the time of day.
On another note, ECP are not litigious so Plan D would never come about. Once DRP reports back that you are not so gullible after all, they will go find some other sucker who is more likely to poop their pants at the mere mention of "CCJ" and "bailiffs" to pay into their scam.2 -

Thank you that's the email form I already used, so good to know I'm on the right track.
Good suggestion to go in store, I thought since its with Debt Recovery Plus already they wouldn't have the power to do anything about it. But it seems you're suggesting they do, so off to the shops I go.
I don't have a receipt or a Morrisons card, however I do have a bank statement with the £4 transaction listed on it, so perhaps they can print me one out if I ask nicely.

Morrisons will cancel. They are probably the best supermarket at protecting their regular customers from ECP (why they contract with them in the first place, is beyond me).Go in, see the manager, take receipt for the day, plus past ones (or bank/cc statements) to prove regular patronage, and if you've a M's More loyalty card, take that with you too.Please note, we are not a legal advice forum.
