You need to check if it is enforced by your council or police.  Council may be easier as it will be £s in the coffers.

Can a request be made to the Council for double Yellow lines?

Unlikely.  The H is enforceable though, you just need to know by who. Google "enforcement of H markings xxx council".

That is  the main question and dilemma for me that who will enforce these H markings and how it will be done?

I just googled and found below
    1) What is the H bar policy?
It is a road marking, shaped like an elongated H that is placed across a vehicular access or driveway. It is used to remind drivers that they should not park in front of dropped kerb vehicular access points. 'H' bar Markings have no formal status is law and as such are not intended to resolve neighbour disputes.

    2) Are white H lines enforceable?
H bar markings are not intended to resolve neighbour disputes as they have no formal status in law. The markings are often used near schools, offices and shops or any premises which attract drivers from a wider area.

For most of the Councils its the same answer like above.

Police wouldn’t be interested in my area.

They don’t do anything about people parking on double yellows, unless the car is on the pavement and blocking it. All bad parking is down to the town’s single traffic warden to deal with. Which they don’t have time to do because it’s a very large town.

All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

Unfortunately for the OP, parking on the white marking isn't an offence or contravention.

In areas where parking adjacent to a dropped kerb is a contravention then the relevant local authority could issue a PCN, but only because of the dropped kerb, not because of the white line.

The only power the police have in a situation like this would be enforcement for obstruction - and that's only likely to be in cases where the driveway is completely obstructed whilst the OP's vehicle is still on the drive.

The gap between the parked vehicles looks quite wide on the photo.  Is it a particularly narrow road and therefore difficult to swing past them.  Or are you just annoyed that they are parking there at all?
We regularly get people parking outside our property, in line with the gate post.  It does create a problem with visibility if I've driven in forward.  I try to reverse in if I think about it.  It was never a problem until new neighbours moved in.  They have family members visiting all the time and park as I've described.  To be fair, they do the same at the side of the neighbour's drive too.

Any H or Keep Clear markings have no legal status, which is why Council's provide them if paid for.  Blocking dropped kerbs is an offence.

This however looks no different to thousands of junctions which have parking up to them, you just need to be careful when exiting.

Buy/hire a couple of old cars and park them either side of your drive?

No reliance should be placed on the above! Absolutely none, do you hear?
