The low price and lack of management pack would be a massive red flag to me, I would be suspicious that there are major works in the pipeline. The low price might be an attempt to distract you from the lack of the management pack.2 -

I would potentially put you on the bottom of the pile if you converse with your solicitor the way you speak about them here.
As far as I am aware it's your vendors solicitor that provides the maintenance pack not your solicitor. All they can do is badger them regularly or on your instruction ask them to provide it or you will pull out of the purchase.
