Roofs in the USA are built differently in general to England. They are boarded out over the rafters, so the foam will only go that far. In England the felt or membrane needs to dip inbetween the rafters to allow moisture to run under the battens to the gutters. Foam up against the felt will expand and push it up. A lot of homes there also have HVAC systems which control moisture.
If there's no felt it sticks against the slates and makes a re-roof a lot more difficult.
Even in the USA, foam is still known to cause some problems, especially if not install correctly.

Just do a search for "spray foam fishy smell" to get an idea of the problems they have over there. Some of it is not nice !
