I have had a look and drafted this response:
I am writing to complain about the conduct of Euro Car Parks as the registered keeper of the above vehicle. They allege that on the 1st April, my car was in Rodney Street Car Park for a total of 20 minutes, without a parking ticket being purchased. An appeal was made as the registered keeper, which was neither declined nor accepted and a POPLA code was not provided. I believe this is a breach of the BPA guidelines section 23.8. I have attempted to lodge a complaint with ECP, however they have informed me they will not correspond now as they have passed it to a debt collectors0 -
"I am writing to complain about the conduct of Euro Car Parks as the registered keeper of the above vehicle."
ECP are the registered keeper of the vehicle??
Suggest that sentence would be better written as...
"As the registered keeper of the above vehicle I am writing to complain about the conduct of Euro Car Parks."

I thought your complaint was that they were refusing to acknowledge your appeal or issue a POPLA code unless you revealed the driver's identity.1
