KeithP said:@Shepton50, there is enough information in your latest post for anyone - perhaps someone who doesn't have your best interests at heart - to file an appeal on your behalf.
Suggest you remove the PCN Ref No and POPLA code from that post.
As a new user you may not be able to do that, so report your post by clicking report at the bottom of your post and ask MSE to edit appropriately.

What do you need help with that's not covered in the NEWBIES thread POPLA post?
The NTK arrived in time, all details seem ok and the POFA seems to be all correct.
The site is in Devon and I am in Essex so I cannot easily get photos of the signs to know if they are correct.
The parking was in daylight, so I can't argue poor lighting for signs.
With regard to not naming the driver or saying that is your other half was temporarily the Keeper of the car, if they have CCTV, surely this will show the driver entering and leaving the vehicle so they will at least know if the driver was male or female ?
As the payments were paid remotely by Ringo in 2 parts with the missing time in the middle, I can't argue grace periods ?
I think the main points I can query is the disabled point as per your link to Norfolk council.
"Car park users who hold blue badges will get an hour's free parking for every hour they buy. If they are buying four hours they will get the whole day."
This means that the first two hours that were purchased would then cover the missing 18 mins in the middle ?
As long as this does apply to private firms as well as the councils.
Also, is this something I can use ?
I saw an article on LBC on 6th August about CCTV controlled tickets being illegal ?
https://www.lbc.co.uk/news/motorist-driver-fines-illegal-tfl-cctv-appeal-parking-ticket/#:~:text=Fining motorists by post using, penalty charge notices (PCNs).

Ok that's the CCTV arguement out.
There are photos, but only one that I can zoom into to read the small print, does this help ?
This photo is from August 2020 so I can only assume it is still the same.

Is the disabled arguement one that I can use and that will work ?

Have you thought through the fact that whether they have CCTV or not, their UK-wide database of everyone's picture and identity is probably not up to date?1

Haha, I know they won't be able to identify the driver, but they would know if they were male or female, so if a man was saying that his wife was temporary keeper of the vehicle, they would know if this was true or not.0 -
I think this will be too hard for POPLA to grasp so I wouldn't bother! Seriously not worth trying.
Just ignore them and come back if ever they try a small claim, where you would get a fair hearing. You don't pay.
If you move house you'd have to tell them but that's all, just laugh at the £170 threatograms like everyone does here.
While your case is quiet ... before the daft demands arrive - we need evidence photos please! We sincerely hope that you are au fait with the need to respond to the private parking draft Impact Assessment by mid-September?Or let me do a submission containing YOUR photo evidence please...You want to help us change the law?
To be clear, we are nearly there; it's not a petition or some weak campaign, it's a final push on a law already passed, to cap the £PCN levels and ban the fake DRA fees.
The Government has a Call for Evidence open right now.
We are wanting photos of unmanaged car parks, Hospital car park signs near you that show £50 or £60 as the deterrent, and Aldi, Asda, Tesco or Sainsburys £70 signs please.
All discussed here:
https://forums.moneysavingexpert.com/discussion/6463361/dluhc-private-parking-code-government-launches-call-for-evidence-discussion-thread/p6
We need photo evidence of low or no deterrent car parks near you, please!
NOT £100, NOT £90 or £80.
Just signs that are less - or places with no PPC.
Thankyou!

Thank you for your reply.
I'm all for ignoring them and not paying, however....
I do need to know that by not responding to the POPLA code and challenging, this will not affect any court appearance that may happen ?
I also am concerned that I may get debt collector letters ( which again I can ignore ? ), or visits, that may mean I get a CCJ.
I also need to know that if it does go to court, that I actually do have a case to plead with the disabled angle ( or any other that may be applicable )
Thanks for your help.0
