DVLA Personalised Registrations

I may be acquiring a new car.
If I do so, I don't really want anyone to know that it is a new car. One way to avoid this would be to get a "DVLA Personalised Registration". The combination I would like to have is available from the DVLA Personalised Registrations website for £1k. It is a "16" plate format, so a nice age to detract from new car.
I have seen the plate on the reselling sites for a lower figure but I can only assume that is a trick as, if the plate is available from DVLA, then anyone else has to be more expensive. Have I missed anything there?
Now, what would be the process?
Is there a way that the plate can be applied to the car as the first registration?
I would not want the car to turn up as a "23" and then have to make an exchange because people will have seen the car is new in that period of faffing about.
Would I have to secure the plate from DVLA and then ask the Dealer to do the registration from the plate?
Or, does the Dealer get the plate to assign to the car?
Do I buy the plate before or after I order the car?

You buy the plate then give the V750 to the dealer to use when taxing the car.

Yes - I used the .gov site. Prices include transfer fee and VAT which are never included in the other sites so they are cheaper.
When I last ordered one in 2021 - I ordered in the morning and the V750 arrived in the post the following day so I could get the plates made.
Transfer was done online and immediate - literally pressed the button and 'you can now change the number plate'.2 -

In imagine, whether I order right this moment at 21:30 on Friday or on Sunday is unlikely to make any difference to how long the certificate takes to arrive.
It's just I don't want to be down by the cost of the number plate if, for some reason, I don't order the car when I go on Sunday. The price that is on the table is based upon taking the car this month...0 -

Just bought one myself, took 3 days to arrive.
New number plates so far have been routed to the wrong delivery office twice.
So it's pot luck with Royal Mail.

Well, I ordered my car today but the Dealer can't (or won't) do anything other than a standard "23" plate and said if I want to exchange to a DVLA Personalised Registration then that is up to me to swap out after delivery. So, I can't achieve what I wanted to achieve meaning there's probably little point in bothering and I'll just save the £1k it would have cost.0
