PLEASE HELP - Euro Car Parks, severely overwhelmed

Hi just received my first letter (sent 20/05/2023) (received 24/05/23) stating the final notification letter for issue date 14/04/2023, I am the registered keeper, car was parked in disabled (euro car parks) as friend has a blue badge and is unable to walk far, they insisted it was free (previously it was), unfortunately didn't double check but disabled are still required to pay. Is there anything I can do? Is it normal to have not received any other letter before now? It's £100 and states the discounted amount no longer applies.
Obviously I'm aware of being at fault but unfortunately don't have the money to pay £100, I could probably stretch to the smaller invoice had it arrived.
Any help or advice would be great, thank you.

Hello and welcome.
The usual reason for not receiving earlier notices is that the keeper's address on the Vehicle's Registration Document(V5c) is out of date. Have you moved house and forgotten to update the V5c? That can easily be put right online - on the DVLA website.1 -

Both from today. Loads of daft old Euro Car parks PCN cases like yours here. All cheerfully ignored.
Just read other Euro Car Parks threads. You will learn and grow confident that this is nothing to worry about and CERTAINLY not to pay!
Let us know how PLAN A goes. The retail park or landowner can cancel this easily.

You may want to take a look at the thread below. It could be worth writing to the landowner as they are surely aware of the issues. I would mention that there is a lack of parity between the council run car parks and the private car parks.
Backcester used to be run by the council so BB holders would be free. It seems crazy that when you drive into Backcester Lane that if you turn into the car park on your right it's free for a blue badge holder and if you turn left it's a pay car park. This creates confusion.
I would also write to the BPA about not receiving a notice to keeper and as keeper you wish to appeal. I don't think that you are the first to not receive an NTK from this car park.

Ive missed the appeals cause the first letter never came and the second I just didn't even know what to write, I don't even know where to start with the land owner it's the three spires but on the website they just link you to euro car parks website/phone line. Is there anywhere I can go to just get it resolved? I really don't want it hanging over my head if you know what I mean. I've just been searching up missed appeals for euro car parks but to no avail.0 -

In order for bailiffs (high court enforcement agents) to arrive at your door, you must first have lost a court case and had a CCJ awarded against you for more than £600 (single parking charge notices don't get anywhere near that amount) which you haven't paid (paying by due date is totally under your own control). To risk the issue of a CCJ, you have to have had court proceedings issued against you by the creditor (ECP). ECP don't issue court proceedings, DRP can't because they have no standing in this case to do so.Work that description backwards, then you can see that you cannot get to the start of it!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Read @Umkomaas's post above and stop worrying. Follow the advice and you won't have anything to worry about and you will not have funded these scammers to the tune of £100 or more.2
