I'm just worried about bailiffs and ccjs and I get that's the point to scare you into paying.
What exactly are you worried about with bailiffs and CCJs. You obviously have little to no understanding of the civil law process, no thanks to the education system. However, reading your response, you seem to be under the impression that you can get a CCJ and have bailiffs knocking on your door with no other legal process taking place. You've been watching too much of those fly-on-the-wall TV programs.

Read @Umkomaas's post above and stop worrying. Follow the advice and you won't have anything to worry about and you will not have funded these scammers to the tune of £100 or more.
From the beginning of my forum entry I haven't pretended I have any understanding of things related to parking fines (invoices) and the legalities surrounding them. I have only asked for advice and reassurance. I understand you must come on here a lot and be used to seeing a lot of the same questions, so understand why you may find it frustrating.
    Thank you all.

    No worries.

Nothing bad will happen even if you ignore ECP and the later (laughable) £170 'debt demands' entirely because ECP don't sue.

You will just get more £170 threatograms. This is why I suggested you just read other Euro Car Parks threads because that will put your mind at rest.

    No litigation = no bailiffs.

We do this every day and we know what we are doing.  You can trust us.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you, Does anyone know the best way to contact landowner? Ideally was hoping for an email address but only able to find a phone number, wondered if anyone has contacted them.

Check the website 'ceo email dot com'. For some unknown reason, MSE always bins the url, so just join it all up, replacing 'dot' with a '.'  You might find something there.

You could tell us who the landowner is, as there may have been some contact details held on a previous thread, somewhere in the MSE catacombs.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I wonder if @Snakes_Belly has such information; she is very active here on the parking situation at Three Spires Lichfield.

I think you may find that one of the admins on the Facebook group will have a contact for Three Spires.

As you are aware this car park was managed by the council for Three Spires and then the contract was given to Excel Parking Services Limited. That was a disaster and Excel's contract was not renewed. ECP took over from Excel and are not an improvement.

The only difference seems to be is that ECP are not as litigious. Excel would pursue through the courts but Euro are less likely to take court action.

That said mostly all of the Excel claims that have been heard at Walsall Count Court have been dismissed and there have been quite a lot.

Really as you did not received an NTK you should be given the chance to go through the appeals process and receive a POPLA code.

This action taken by Three Spires has had a bad effect on the trade in Lichfield. Many people have stopped shopping  there. Just before the new term starts in September there are usually queues outside Friary Shoes. Now there is a Clarkes in the WM Designer Village. That will hit their trade.
