I wouldn't necessarily says it's the networks fault for the mess of VoLTE/Wifi Calling as the IMS stuff involved is very complicated. I'd put the blame more on the Android platform. You don't get these problems with iPhones.
Unfortunately not everyone can afford the exorbitant costs keeping up with the latest Iphone XXX !

The iPhone has supported WiFi calling (without all the messing around of Android) since the iPhone 6. An iPhone 6 will cost you under £100 or a bit more if you want a new battery.

While the Android platform can take some of the blame, the networks deserve some of it too.

This very thread has some examples, but the general rule of thumb is if you stick an EE or Three sim in a phone that supports VoLTE and VoWiFi then it'll likely give you both. If you stick an O2 or Vodafone sim in the same phone though, you're probably going to have problems.

For example - my Poco X3 Pro; VoLTE and WiFi calling both worked quite happily on Three, EE and Vodafone from the moment the sim was in. Sky Mobile would only offer them with a workaround where the phone, rather than the provider, decided whether they'd be available or not.

On my Pixel, similar story - just swap Vodafone (which didn't work) for O2 (which did - at least on esim).

The reason for that is the complication of the different ways Android phones support IMS so (some) networks feel they have to whitelist those phones they’ve tested.

Plus the added complication of Android Carrier Configuration  and Google Carrier Services.
