Dear forum members
The driver of our car was issued a PCN by ECP on 15/5/2023 for a contravention : the P&D/permit purchased did not cover the date and time of parking. This was based on entry and exit APNR. The letter came through post for the alleged offence on 8/5/2023. We submitted an online appeal yesterday (5/5/2023), however while submitting the appeal, we wanted to attach the template and a photo but could only attach a photo of the signage. In the column- reason for appeal- we simply wrote- please see attached template which we forgot to attach. We have checked ECP website and it wouldn't let us resubmit another challenge as one already in progress.
Not that it would have made a big difference anyway as ECP reject all appeals, should we send them an email explaining this or wait?

sorry alleged contravention
Yes it is a store car park but a little tricky as there are 3 or 4 car parks in our town centre and most stores get away by saying it is not the car park their customers use. I have already contacted odeon as the registered keeper and they have sent a generic email after 2 weeks stating ECP are a private car parking company and we need to deal with them individually.
are there any high street vendors more receptive to these issues than others? M&S and Odeon were used o this day and we have proof of purchase.

Keith there are several car parks in Chelmsford town centre, some owned by Council and some private. The driver used this car park as others were busy due to a bank holiday weekend. This is an overspill car park with poor signage and scant instructions. The driver forgot to pay at the time of parking and realised at the end and paid a default 2 hour session than 3 hours.0

I doubt you can email them. Why not just post a copy 1st class?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
