Ring Openreach and complain.  Criminal damage to your property.

Tricky - I understand what the other posters are saying about life being too short, but that cable being there also constricts your future options for replacing or changing the fence unilaterally (you'll now probably need to tell him if you do that).

It doesn't sound like he's going to remove the cable on his own accord, so your only option might be to take down some of the panels yourself to make a point.

That option, however, is decidedly one of cutting off your nose to spite your face.

Probably better to ignore it for now and hope that Fate deals him a gruesome end 😃!
My thoughts exactly take down section of the fence for a while! 🫣 this is taking into consideration there is already no love lost between the two. Normally it would be best to just let it be and then when fence need replacing you go ahead and let them deal with their cable each time.

Unclipping and clipping back on a cable is hardly altering equipment It is moving it temporarily so it doesnt get damaged. No different from moving a router if you were decorating a room.

It is altering equipment and nothing like moving a router from room to room.

And as I said, it is altering Openreach equipment in someone else's property which adds a further layer of complexity.
It's like unplugging your sky q box whilst you do some decorating.
The sky box is not your property and belongs to sky.
    No, it really isn't.

The router or Sky box or whatever is on the consumer's side of the master socket (or equivalent) which means, subject to any conditions imposed by the telecoms supplier or equipment owner, the customer can do things with it such as unplugging it.

Assuming the cable the OP is dealing with is part of the network between the exchange and the master socket (or equivalent), it is unlawful to make alterations to this Openreach equipment without their consent.

I think my biggest concern would be forgetting it was there and when the fence needs replacing and end up damaging the cable.

I had a power cable to install to the bottom of my garden, I asked my neighbour if it were ok to tack it to the fence that he installed. His response was to suggest I put the cable in the middle of the fence to help protect the cable (not sure what the style of fence is called but it has staggered boards so that the wind doesn't pull it down / damage it).

I feel very lucky to have him as a neighbour at this moment!

The OR technician was working for the neighbor, the OP should be raising any issues with the cable route with the neighbor not the OR person, who can't reasonably be expected to get caught up in a neighbors dispute. Complain to the neighbor.

Having just spent a lot of money on new fencing I would be really cheesed off if my neighbour started hammering anything into it. Luckily I have decent neighbours so it's not likely to happen. I would contact BT directly about this.

    See that's the difference.. communication.

Who knows, if the neighbour had asked OP they may have let them do the same.

I put up those garden fairy lights on my fence ready for the summer, it took me 3 attempts to get them exactly how I wanted, so my fence is now like a piece of swiss cheese
