I used Banca March in Tenerife last week 14/06 and no charges and the Kutzca bank in Old town Benidorm in March with no charges either using Chase.

I'm in Tenerife now and can confirm that Banca March is still free.

I have a Chase debit card and going to Costa Brava in August. Sorry if this is a dumb question but if you use the debit card in say a restaurant are there any potential extra charges? Or if I am given a bill for 50 euros will I only be charged 50 euros if paying with Chase card? (No sneaky extra fees charged by restaurant etc)

No extra charges - just make sure you elect to pay in Euros, not GBP - ALWAYS chose Without Conversion.
If the waiter does not offer the option - politely ask him to do so - I have never come across that in Spain/Canaries, however there are a few anecdotal stories on this.
This link is a few years out of date - but generally accurate on the Euro/Sterling options.
This applies to contactless payment machines as well as ATMs.
Where on the Costa Brava ?

As mentioned, there will be no extra charges for using a UK issued card, just beware of DCC (Dynamic Currency Conversion), whereby the merchant or their bank offers their own adverse exchange rate from GBP, to their own benefit, not the cardholder's.. Your fee-free card needs to make the conversion at its ideal rate, so always pay in local currency when a choice is presented.

If you use your Chase card to withdraw cash at an ATM be aware that most will take a usage fee - Chase have no control over that.
Banca March and Deutches Bank are still fee free - some others perhaps, however I am not up to speed on these.
