"As an aside, due to my complaints they have also had VCS removed entirely from the property, which is also a win in itself that I was not expecting."

Do you now have it in writing that VCS have been removed as a result of complaints?  That can be mentioned in a defence!  Well done on this massive achievement, going forward.
I have it in written evidence from the MA:

"VCS have now bee removed and if they attend any of our site it will be a criminal offence."

    Hahahahaha!!!

Now that tells a story about the conversation this MA has just had with VCS.  The MA's eyes have finally been opened to the scam.

Photographic evidence of what? That the permit was not displayed correctly or obscured? Perhaps a reminder to the MA that them asking for that "evidence" means nothing as you are not required to display any permit. If you ever did, it was as a courtesy and not obligatory, irrespective of any signs VCS put up.

Presumably yes. I will be reminding them it is irrelevant if they fail to get anywhere with VCS.

I think that if VCS have been given an unceremonious heave-ho, they won't be too cooperative in supplying anything to the MA. It may just be that they exact some revenge on you, as they might ignore any MA request for cancellations and continue pursuing you. Hell hath no fury like a PPC scorned (for those who've been around long enough, the CEL/Co-op debacle!).

Let's see how the dust settles, but long term you've done your neighbours and the estate a huge favour. Just hope the MA doesn't employ a replacement - like UKCPM - out of the frying pan .....
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I would hope not. From the sounds of things, this isn't the first time the MA has had complaints from tenants in buildings under their management about PPCs. In any case, I'll take the win for now. I think the one tenant who complained about parking issues and got VCS brought in in the first place won't be too happy, but whatever..

    That's brilliant news, well done.

Had more contact today from the MA. They explained the reasons they got from VCS about why the PCNs were issued re. parking permits, and they have requested VCS to overturn the PCNs.

I've since reminded him about the lack of obligation for me to display any permits and such. Hopefully VCS decide to play ball and cancel the PCNs.
And quickly in response to this the MA has stated that I am "incorrect" in all my comments and are dealing with VCS themselves and will continue to do so..

They also wanted to remind me that I am "a tenant and not a Leaseholder who have to abide by a lease." Not entirely sure what is meant by that when it comes to contract law or why he wishes to remind me.

They are not that similar.  You don't have legal title in the premises and are one stage removed from the lease your landlady/landlord has.
