Check the exact wording on the lease agreement regarding payment of fines, penalties etc. As a speculative invoice from an unregulated private parking company is neither a fine nor a penalty, it probably isn't covered by their terms and they are breaching those terms unless it can be shown that an invoice from a non-regulatory body or private company is covered.
You should of course do all this by email. Unless you have recorded your call and told them you were doing so, it is your word against theirs.1 -

Do you mean you still have not got an NTH in your name?
Tell the lease company not to pay this charge under any circumstances. If they do, you will immediately put any charge in to dispute.
Ask them again if they have transferred liability, usually done by posting the tear off strip on the NTK to the PPC. Remind them that if they have not done this they they will remain liable for the charge and cannot lawfully charge the payment to you.
If they are a member of the BVRLA, then remind them of their trade association's instructions to all its members that they must not pay a PCN from an unregulated private parking company but must instead transfer liability.I married my cousin. Please clarify what you mean by a PCN letter. Do you mean an appeal?
Please confirm that you now have a NTH. If that is the case then you should appeal using one of the edna basher template letters you will find in the NEWBIES further down from the template in blue text. One of the letters is for fleet managers so the one you want will be one of the other two.
