I noticed from an earlier post re whats in my meter box - you seemed knowledgable in this area.Any chance you can have a quick look here.To me that 2 live feeds into one - potential henley - looks a little curious - but asked for better pictures from OP - as cannot see the bigger picture yet - and I'm not an electrician - so - could be wrong ....Greatful for a second opinion to help OP.

Just for reference @catherinemeadeHear is a link to another picture of a multi rate installation - a much simpler one than mine.2 live feeds and neutral out from meter - one 24/7, the other I guess again the front one - switched at E7 times by meter - and neutral from meter - going through a three phase(*) switch as isolator switch - and 2 live wires and neutral leaving the switch, then the meter cabinet for consumer units(*) Despite the one switch - there is no linkage of the live feeds internally.https://forums.moneysavingexpert.com/discussion/6433922/can-anyone-help-me-identify-what-is-in-my-electrical-meter-box-please0

As you say, it looks very much like both the live and switched live have been connected together. I'm going to guess that the live feed to both the normal and E7 consumer unit are connected into that block. We really need that wider photo to confirm though.
If you wanted me to speculate wildly then I would guess that the live to the E7 consumer unit wasn't long enough to reach the meter and the installer didn't have a Henley block to extend it or a long enough tail to replace it so they bodged things, by connecting all the lives together but that is a very much a guess.
Either way, the installation is clearly wrong - if you are going to connect the live and switched live together then there is no point in installing the switched live connection to the meter at all.
I'm also a little perturbed by all the blue heatshrink on the neutrals - it is the right colour but why hasn't someone shrunk it?
It almost looks like something someone would do temporarily if they didn't have the correct stuff with them and were going to come back later and finish off.1 -

So that's 2 votes for potential meter installation bad.
The meter is a 5 terminal meter, with internal load switching (ACLS). And note when customer services told OP the meter has been setup correctly - they would have in all probability been telling the truth. That from their end it looks OK.
But then it was their employee or sub contractor who did this work.
And not to be willing to send out an engineer to inspect given a clear change in supply behaviour seems poor.
Perhaps a clear sign that Octopus are now - at least temporarily I hope for yhe sake of their old customer base - struggling to cope with influx of 1.5m Bulb customers.0
