So you have no idea of where there are gaps or how much they cost to fill ?  To get a NI statement you need to contact the HMRC number you call to get a payment reference. 0300 200 3500 https://www.gov.uk/check-national-insurance-record
Unfortunately the system is geared around doing it all on line though GG.
From the figure you quoted 4 years will get you to £183.66 and the 5th adding £1.49.

So 4 years are definitely worthwhile with the 5th being more arguable.

Assuming you did not contribute in 2021/22 and 2022/23 you could pay those years now and then pay 2-3 years prior to 2027/2028 at the time.  However if you do have any gap or partial years it may be cheaper to use those.  But to understand that needs more info.

I have a rough idea , I was told in the past it's about £3000
Unfortunately a rough idea is of no use.  5 years at full price will cost around £4K but you need the statement to see if there are any part filled years to buy cheaply.  There is no way round this I am afraid as a paper application could take months. The price of full years is 2019-20 and earlier £824.20, 2020-21 is £795.60, 2021-22 is £800.80 and 2022-23 is £824.20 so if you know which of those definitely have no credits then you could simply send off a cheque.  Are you receiving any form of benefits ?  Is that forecast really up to April 2021 ?

Yes, the latest pensión forecast says April 2021

Is it impossible for you to get an on line statement here?

Yes, because it wants photo Id and it seems my current photo ID is not acceptable.

I'm hanging on to speak to the Hmrc number molerat gave me. It doesn't have a menu like the future pensions number and doesn't keep cutting you off.

My wife had this issue and in her case it was because her driving license was in her maiden name but her records had been updated to married name - she had to get her driving license updated and then she was able to activate her gov.uk account.  I am not sure what other forms of photo ID are allowed.

It's also passport. They need two forms of id but these are also contradictory unfortunately.
I can say for certain I can not log in, that's why it's overwhelming. I keep getting told to log into the gov gateway. Believe me if it was that simple I would have done it.
Live chat with other helplines  sends me links to log onto the gov gateway, when I've already told them I can't. ad naseum.

If you don't manage to get through today, try HMRC at 8 am sharp.

You might also ask about your GG problem.

Hmrc talked to me then transferred me to Dwp who gave me the figures( Hmrc insisted I get Dwp to transfer me back to them) but Dwp insisted I'd been speaking to Dwp previously .( I hadn't) Anyway reference number obtained for payment . I am just double checking by ringing back to hmrc to run it by them to make sure it's totally right.
Thank you for all your help.
The key was getting through to hmrc first
