Bulb.co.uk are harassing me over a bill. But I never lived at the property.

Now we have most of the facts, unless the bill covers any period that had tenants in place it is clear that the OP owes the money and should just pay up.5

If the property is empty then I’d imagine the bills are estimated using previous usage as the starting point. You will need to get an actual reading to give them. Standing charges for electric is around 40 p per day not sure what it is for gas. I’m0

What does your contract with the agents say about unpaid utility bills? Does the contract give them the right to provide information about the owner of the property to utility suppliers?

Once you buy a house, you are responsible to pay gas, electric, water, council tax until the day you sell it.
With the proviso that if you let it out then the tenants take over responsibility for the period of their AST.
You mention Bulb but are you sure your water company and local authority are not looking for you - or do you pay these bills ?
Some councils charge a premiu council tax on empty unoccupied properties.
