I think it is damning enough to send your evidence to your constituency MP and ask him to write a complaint about this allegedly falsified 'cut & shut' document to Mr Will Hurley at the IPC. Plus copying in Stuart Whatsisname at Wise Parking, and to copy in the relevant Minister at the DLUHC who is handling the new incoming statutory Code of Practice.
I know who that Minister is likely to be but can't say it here. Your MP can find out. The DLUHC is handling the new Code (nit the Dept for Transport) so be clear who you want your MP to write to and they will.
I think anything dodgy should be used to make the industry squirm this year. The above approach will achieve that.

The reason i told you to move on from this is this argument wont get you anywhere and you need to let it go.
Spending argument about something like this is irrelevant
In addition those timescales can happen with imail
You over thinking this issue to much as your emphasis on a forged document which it clearly isnt
Whilst @Coupon-mad is right to say pass it over to "our will" and stuart it doesnt change the fact that it is in most likely a correct interpretation of when the document was printed into the mail system
Whilst i cant stand parking firms they have no to create word documents like this for what is quite frankly one insignificant case. (Trust me its more hassle then its worth on a word document)

But the easiest way is to download the document and depending on the user it will tell you who created the document

I think what has riled me is the (alleged) misleading use of another company's logo. I'd say (if this is a forged 'cut & shut' document) this is a breach of the CPUTRs (misleading action) and I think your MP will help you make it known to the DLUHC which will really annoy Will and Stuart.
The odd thing about Wise Parking is that they come across as something of a one-man-band because their Director Stuart Cole (named on other threads last year) replies personally when we've seen people complain.
Odd! Seems pretty controlling & desperate by him IMHO and that's why I hear the OP and have suggested some action to embarrass the company and IPC.
Is the PCN from a Hospital? Wise Parking are notorious for unfair PCNs issued at a couple of hospitals, particularly to disabled people and drivers dropping off vulnerable patients.
If it is a Hospital, I suggest you add to the list of people you want your MP to write to and expose this alleged 'forgery' and that extra person will be the CEO of the NHS Trust. Don't expect they'll be thrilled to receive an MP complaint!

Do you think its acceptable that Wise Parking has taken Imail letterhead and cut and pasted data, so that the document looks like it was issued by Imail?
Telling me to "move on" is rude, patronising and arrogant. The words "move on" carry the connotation that I am dwelling on relying on this for something other reason.Firstly I was not the one that said "move on"Secondly it is correct that that is not an "official document provided by them" it is IMHO a screen shot from the Imail system confirming the mail has been processed.And 13 days is within the time frame, so why would they forge anything anyway?But please carry on if that's your best shot, I doubt you will get any where, and as I say I am being helpful.
