Direct Collection Bailiffs LTD letter for private car park fine in Scotland advice needed

My husband received a letter today from dcbl in regards to a private car park fine. We have received other letters but never from this company and have been ignoring them all. The date of apparent contravention was from 22/12/21.
No idea what to do, are these even legal in Scotland? Do I continue to ignore them?
We have never had a debt before so I need advice please.

You are not in debt.
You did not get a fine.
But you do need to know that the law is changing in 2024, and in Scotland you must start reading private land signs more carefully in future, because registered keepers will be legally liable for new Notices of Parking Charge once the new Private Parking Code of Practice covers the UK.PRIVATE 'PCN'?
