Barclays 4% ISA problems opening

I have never experienced such a debacle such as this. I tried to open an ISA for my elderly Mum for whom I have power of attorney. You can't open this online, she doesn't have a smartphone, I can't use my phone to open it for her so had to phone. Spent 45 mins going through the procedure last week on phone then application gets blocked because Mum doesn't have "up to date ID including a photo". Despite being a customer for 60 years at the same address.Incidentally I opened one of these using the app and I have never given Barclays a photo or updated ID for 50 years and someone posted here of not being a customer but just opening an account on the app and instantly opening the iSA. Am told to visit a branch with photo ID and Utility bill. Just been into the branch with a water bill to be told water isn't considered a utility by Barclays so not accepted. Losing the will to live over this.

Frustrating I'm sure but to be fair their published policy does make that clear:

What proof of UK address do I need?

The guy on the phone didn't mention that water was excluded. It seem ok for everyone else so why not Barclays? How is are people like my old Mum going to look up conditions online? If they even manage to go online they are told they have to phone... And how come new customers dont need this?

Sure - I'm not defending their policy, just highlighting that it's published.

I thought you were doing this on her behalf?

I don't believe it's a new v old customer issue as such, but simply that some customers pass electronic ID verification checks but others don't and so need to use the manual alternative.

I am doing it on her behalf but my point is that the others who don't have this sort of support are being left to the wolves.

You can if you have a current account with Barclays. I know because I did so on Jan 9.

Has your mother been a Barclays current account customer for 60 years?

Not what it says here but perhaps they don't bother to update?
