    Yes, but this isn't one.
    What is the rule?
If it's considered reasonable for public car parks then it should not be much different for private car parks. Both are used by the public.

Whilst your reasoning is valid, you are dealing with a bottom-dwelling bunch of ex-clampers and other intellectually challenged misfits when it comes to private parking companies. Whilst there is a CoP depending on which "members club" they belong to, many will just make up their own rules anyway.

You can try asking the ATAs how many of their member's car parks have they audited for compliance with their CoP. You won't get an answer but use your imagination and figure out how these unregulated cowboys comply with the "rules".

But if I supply a service to a hospital, the hospital will lay down their standards. They would not agree to having signage in the hospital that some of their customers/patients could not seem because the print was too small, or the signs were placed too high that you needed to be above average height to be able to read them with ease. It would make sense that they would use a standard like for public places, as the public will be the users.

Do you or anyone on this thread know the rules for public car parks and are you willing to share the information.

    What is ATA and CoP?

    What is ATA and CoP?
You are assuming that the top-heavy management structure at most NHS trusts have your best interests at heart when they make these decisions about using PPCs to "manage" their parking issues. Until they are swamped by complaints about these poorly regulated private parking companies, they will not do much. They have their cushy management jobs and pensions to worry about.

Depending on which private parking company is being used to scam the victims, they will belong to one of two unregulated "Approved Trade Association" (ATA). There are two different ATAs, the British Parking Association (BPA) and the Independent Parking Community (IPC). They are both "members clubs" for the companies that are in them. By being in their respective clubs, they agree to follow that club's "Code of Practice" (CoP).

Being a member of an ATA allows the PPCs to obtain your data from the DVLA. It should also mean that they are supposed to follow the CoP for that Association. Many do not follow it to at least only use the bits they think are to their advantage.

You can find the current CoP for each ATA here:

BPA Approved Operator Code of Practice

    IPC CoP

Both ATAs claim to audit their members but no one has seen much, if any evidence of such.

Currently there is an upcoming change in legislation that will, probably, consign both of these sham ATAs to the dustbin. The DLUHC Private Parking Code of Practice is currently withdrawn whilst there is a Judical Review on two of the chapters which involve the levels of private parking charges and additional fees. This review was at the instigation of the PPCs and their ATAs as a stalling move as they know their time is nearly for their scamming practices.

Very soon, there is going to be a Public Consultation and you would be very wise to voice your opinion when that consultation opens up. Our very own @Coupon-Mad is on the steering committee for the new CoP and is forever, rightly so, reminding everyone who visits the forum to watch out for the consultation to open. You, your family and friends and anyone else you can get on board should be voicing your concerns and opinion.

So, are you going to join us in getting these scammers put in their place one and for all?

Hopefully the above answers your questions.

Any contribution towards the costs of setting up a dedicated website and the employment of a staffer to create and keep updated the list of abbreviations will be most welcome. For the time being, the efforts of all the volunteers on here who dedicate a lot of their time to helping others with these cases, gratis, we are stuck with what we have.

Please feel free to offer advice on how we can improve it.

On a phone, yes, but not on a PC, where anyone can just do 'control & f' and pop in the abbreviation or words they are looking for (e.g. 'ATA' 'IPC' 'LBC' 'defence' or 'witness statement' or whatever, and they'll be there in a nanosecond.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

i have to say that I have found it a bit difficult to navigate the info, but it's a heck of a lot better than having nothing at all to refer to and from my perspective the contributions from the folks there are really appreciated!

The regulars here give up a lot of their time for free to help people with their parking issues.

They are independent of the main MSE website but are hundreds of times more knowledgeable.

Why are you criticising the hard work and good will of these posters?

A plethora of people would have been scammed out of a huge amount of money if it hadn't been for the work of these very dedicated folk.
