RingGo date error and PCN

Hi,

I recently received a PCN from Total Parking Solutions (TPS). I was issued a £40 fine (rising to £70) for an 'alleged parking event' after my car was picked up by ANPR. 

I parked in the University of Surrey's Pay and Display car park on 27/1/23 and used RingGo to pay for the parking session (like I always do!). I received a receipt on the 27th but didn't look at it until I received the PCN. The RingGo receipt was issued on the 27/1/23 but lists a date of 26/1/23 (the day before for some unknown reason. I have contacted RingGo's customer services and they have sent it to the technical team for review. I'm not holding out much hope as the customer service guy seemed to suggest that I selected the day before (which I categorically didn't) and it was my error.

I need to make an appeal to TPS but don't know where I stand. Can I appeal? What are my rights?

    Plan A is always a complaint from the vehicle keeper to the landowner and their MP.

    Plan B is to appeal using the template in blue text you will find in the sticky Announcement for NEWBIES. Add a one liner that there was an error in the RingGo payment system that entered an incorrect date. Also add that RingGo are investigating the error in order to correct it.

    Haven't seen a TPS one for a while.

    Show us a redacted photo of both sides of the the NTK please because TPS are not known to use POFA wording (you will understand the usual acronyms and what this means for you when you've read the NEWBIES thread).

  • Here is the front side of the letter. I can't make out the registration of the car leaving the car park and after reading the NEWBIES guidance in the forum and looking at the POFA details (para 9), I'm not sure this meets all the requirements. It certainly doesn't "describe the parking charges due from the driver as at the end of that period, the circumstances in which the requirement to pay them arose (including the means by which the requirement was brought to the attention of drivers) and the other facts that made them payable".

  • Interestingly, I've just gone on the TPS website to review the 'photographic evidence' and the second image is so poor the registration plate is unreadable.

    RingGo has also come back and said: "Our Technical Team has now confirmed this location is ANPR camera operated and the cameras will record you going in and out of the car park. Our Technical Team have checked and shows the parking session being paid on 27/01/2023 and nothing for 26/01/2023, so maybe a problem with the ANPR technology. 

    On this occasion, we would ask you to contact Total Parking Solutions who owns the ANPR cameras."

    So should I just use the template on the NEWBIES forum?

    It cannot be a problem with the ANPR that caused this, unless you were actually there on 27th!

    Are you sure you were there on 26th?  Could the ANPR camera date be set a day wrong?

  • I was there on the 27th. I paid on the 27th. Receipt for payment says 26th. RingGo have now sent an email saying I paid on the 27th. The PCN says No Payment for the 27th. 

    Should I just appeal to TPS stating that and supplying the email from RingGo?
