Gas Central Heating Problem! Please Help

I have a similar boiler. It's been coming on at odd hours and slightly heating the upstairs rads then turning off too. I have it timed to come on in blocks and also 15 minute sections spread throughout the day and night to maintain temperature. I think the timer unit might be the culprit as it seems to do odd things just before it is set to come on. When it is on constant it just starts up and doesn't run the pump a few times and mess around before coming on. Using hot water doesn't make it mess about either.

I have a three bedroom house with eight rads. House is about 1200 square feet total.
Have I chosen a boiler that's too large?
With boiler water temp at about 60C how many units should it use per hour?
I'm asking this because it uses more than I expected.0
