The Current top fixed for 1 year is 4.25%, is it worth holding out to see if there is an increase next month or even wait until 06/04/23? This is to trasfer from a current one, nothing has been paid in since 06/04/2022 - only a partial transfer to S&S ISA.

Fixed rates have nothing to do with Bank of England decisions. Fixed rates are falling and are quite likely to continue doing so.

Fixed rates are affected by the outlook for interest rates over the period of the fix, not by what happens today.
An individual bank may make a move against the general trend, but impossible to second guess that for Atom or any other bank.1 -

The Atom 1 yr fixed rate has actually dropped recently - I opened one a few weeks ago at 4.25% and it's now 4.15%
