    Freeview is terrestrial, but the point is that each transmitter only needs one BBC One HD channel, so their only change is that it will be regionalised. For example we have always received BBC One in HD, but it's been a National channel not regional. Changing the content of that channel doesn't need more spectrum.

    Terrestrial broadcast would need serious rework to go HD only, for example the PSB transmitters only have one HD mux. 

    To summarise what I'm reading says that regionalising BBC One HD will apply everywhere, but discontinuing all SD channels to make room applies only to satellite.
