Brown tend to fade much worse than black for some reason. Our neighbours had theirs done in anthracite a couple of years ago and it's already starting to look a bit dated.1

We had anth fascias with black guttering - it suits out extension, I think.0 -
When we bought our house it had a new roof, soffits and guttering but the weight of the first big snow fall pulled the screws holding a section of gutter off the front of the house. Turned out the wood was completely rotten (legacy of yet another cost cutting exercise from previous owner) so we had wood all replaced and gutters/soffits put back.
Cost was £900 for a 3 bed semi.1 -
We had white soffits and black guttering/downpipes fitted 5 years ago. Still looks good, with no signs of fading.
Others on our estate had previously fitted white and white, but the guttering and downpipes soon looked grubby.1 -
If the wood is rotten underneath, then cladding over wouldn't be advisable as it will potentially mask the problem underneath and the fixings into said wood may come loose over time.
I would suggest total replacement is the way to go. It should be done off towers or scaffold to do a good safe job.
I just priced up 24 metres of Fascia Soffit and Guttering and scaffold at £4500. We are on the more expensive side of things but that ball park should help.

This was for complete removal and replacement of the original timber and replacement with upvc - I wouldn't personally recommend over cladding timber with upvc as I suspect it could lead to hidden problems with rot in the timber.
Onr of our children has theirs replaced just like you as the old ones i the 70's detached house looked daggy.
They got those grey soffits/facia and black gutters and down pipes and scaffolding required as the have an orangery and side extention - they were advised the gey soffits etc lot more expensive
Inc skip, vat etc cost 4600 - it was 4400 but extra 200 to add some type of wood along the top that was not done when the house was built and they actually did fit that wood took them hal a day so 200 extra ok. This was in south London. I thought it was a lot but in London its hit and miss getting builders etc, especially decent roofers.

PS - one corner leaked when it first rained, they did came back a few days later and put new corner edge saying the rubber seal was damaged possibly during fitting0

You can paint plastic downpipes if they have faded. A couple of coats of Zinsser Allcoat Exterior in your colour of choice would get them looking good again.4
