@panyg have you tried emailing haringey council direct?

And explain your situation with ZZPS, as your appeal went direct to them through the ipaymypcn.net site, (which is now changed to paymyparkingcharge.com?!) And not to ‘wing security’ as there’s none of their details on these pcn’s.
(But I’d leave out the fact they went to the hospital! As I’m sure there isn’t one on that estate? But please correct me if I’m wrong)
Explain that they parked in the borough with a virtual companion badge which they believed was valid and that ZZPS have refused your appeal as a badge wasn’t clearly shown, but unfortunately due to their age, they didn’t realise that they couldn’t use it on ‘council housing estates and roads’ (as per haringeys own website, sorry I’m not allowed to post links…)
Play the symphony vote and explain that as elderly law abiding haringey residents, they feel victimised by what you have now found out to be a corrupt unofficial parking company who don’t deal with any appeals and aren’t members of any approved parking associations and that on entering the estate, they noticed the ‘haringey’ signage but not the ridiculous little wing security sticker at the bottom of the sign which would be missed or ignored by anyone with a valid ‘virtual haringey permit’.
Ask if they can help their residents in this stressful matter and state that ZZPS upped it from £60 to £100 whilst under appeal, thank them for their time and hope that they will do right by their elderly residents.
I only suggest going down this route as haringey actually have human beings working for them who will understand and hopefully cancel the pcn.
(I managed to get mine cancelled going down this route)
If not then I’d do what everyone else has suggested and ignore all letters from ZZPS etc
The more I look into wing/ZZPS the more corruption I find and it’s so shocking that haringey use them as an approved ppc!

Hi TonyD99. Thank you so much for your kind advice and my apologies for the late reply.
I emailed Haringey estate parking in January stating that I wanted to complain to Haringey council. They advised me that the virtual companion badge is not valid on council estates. They also advised me to complete a stage 2 appeal.
I took this advice and emailed ZZPS, saying I disputed the charge and wanted a POPLA code if they didn't cancel the charge.
They replied 4 weeks later saying that the charge is valid and "in the absence of payment this case will continue to progress."
I emailed back saying:"As I mentioned in my previous email. Should you refuse this appeal, then please forward a POPLA code for the next stage of the appeals process where I will include further grounds of appeal points, including the charge not being a genuine pre-estimate of loss (no loss incurred by not displaying a blue badge) and the extent of your contract with the landowner.Please provide popla code as requested."
This was on 19th March. I have not received a reply yet but based on them taking an average of 4 weeks to reply, I wouldn't be surprised to hear from them soon.

Back in your first page, you were told that Wing Parking are not in the BPA (nor even the IPC) so a POPLA code could not be forthcoming. Wing Parking appear to have dropped out of parking services - perhaps they flew too near the sun and their wings fell off: -

Ask Haringey council how to make a second stage appeal when it is not offered by the unregulated parking company they have employed.
Looking at the zoomed in imaged provided by B789, I believe it says underneath the sticker at the bottom of the sign that it is Managed by Wing Parking. I would very much like to see a current date stamped photo of that sign with the sticker removed. After all, it appears to be nothing but a vandalised sign with some graffiti stickers on it.I married my cousin. You were told to stop contacting ZZPS or any other debt collector who are not a party to any alleged contract between you and Wing. Why are you ignoring the advice and still contacting a firm that is the equivalent of something brown and smelly that you trod in?
For heavens sake, just ignore everything unless you get an LoC or an actual claim, both highly unlikely scenarios from this bottom-dwelling company.2 -

https://www.wingparking.co.uk/”The emails are from ZZPS, who are in the BPA. All the emails were from ZZPS and they clearly state that they are part of BPA on the emails too.
Thanks for your link too. It seems Wing stopped looking after the parking on 1st January 2023. However, the signage still mentioned Wing Security and even the ticket said WIng Security and this was weeks later.Fruitcake said:

As I’ve mentioned before, the demand is in my dad’s name. I stupidly replied and as far as I’m aware, I probably gave his address. As soon as I gave his details, the option to ignore wasn’t feasible to me. If it was in my name, I would not care but I’m not prepared to take any chance that a threatening letter arrives at my dad’s house. I know I was advised to reply that they deal with me but I'm not prepared to take that risk. I’m being extra protective for this very reason. I would rather pay the fine myself than have a letter arrive at my parent’s house threatening action and causing them stress. I appreciate all advice given. I considered all advice and decided what action to take. But I do not appreciate comments like “You were told”. I politely asked for advice, I did not ask for orders. Also, I haven't asked for any advice for 3 months, I'm dealing with thing how I feel best.
If they do reply with the POPLA code, I will try to appeal. If that is rejected, then I will pay the fine myself. Thank you.

Just change the address! Choose any address where you can be contacted and the occupant isn't going to panic about daft letters.
Then ignore the £170 demands.
It's not a fine. Don't pay a scam.
These are not to be paid.
There will be no POPLA Code.

Sorry if this is a stupid question but if I change the address, what is stopping them from sending letters to the original address if letters to the new address are being ignored?
If someone emailed me a new address to send a dodgy "fine", I would send letters to the old address too if my letters were ignored.0 -
You change the address by emailing the DPO (explained in the NEWBIES thread second post) and tell them to "erase" the old address, under your GDPR rights.
You have a right to address rectification.
Then reply ONCE from the new address to the first letter to arrive, saying something like stop harassing me and trying to extort an extra £70.
