My dad received a parking ticket from Wing Security after parking to take my Mum to hospital.
My Dad has a blue badge but does not need to show his companion badge in the local borough as the companion badge is virtual and the licence plate is scanned, then shows on the system.
Unfortunately, he wasn't aware that the road he parked on was private parking. It seems to belong to the council but the parking is managed by Wing Security. My dad believed that as he was in the local borough, his virtual companion badge was valid.
I appealed the ticket and it was reject. This was the reply:
Upon consideration of your appeal, we have concluded that this Parking Charge Notice has been issued correctly. Whilst we understand you have a permit; the British Parking Association approved signage clearly states you must display it to be authorised to park. You must ensure your permit is still visible after exiting the vehicle. As your permit was not displayed, the terms and conditions were breached, and this appeal has been rejected.
The reply was from ZZPS.
My parents are 81 and 82 years old. They did not realise they had to display the blue badge as they wrongly thought their virtual badge was valid.
Is there anything we can do or should be just pay?
The signage does say "Blue badge users must clearly display a valid blue badge or companion badge". However, the companion badge is virtual.
Any help would be appreciated.

Please contact the Patient Advice and Liaison Service at the hospital. They will help your father.I appealed the ticket and it was reject.You mustn't get involved in dealing directly with the parking firm as this is your father's ticket. By all means do the heavy lifting on it for him, but everything must be done under his name/signature. This is a potential legal matter and you cannot do anything 'on behalf of'.'The road to hell is paved with good intentions'.Please note, we are not a legal advice forum. Your Dad appealed to Wing Parking, despite the fact they are not in the BPA nor the IPC AOS, and could never have got his data or pursued it?
Then he responded to (considered by many here as time waster bullyboys) debt crawlers ZZPS?
And ZZPS are misleading him:
"the British Parking Association approved signage".
It isn't. Wing are not in the BPA unless they've re-joined the AOS.
1. Complain to PALS.
2. Reply to ZZPS asking why they are misleading him by claiming that the sigbage is "the British Parking Association approved" when Wing are not in the BPA AOS and haven't been for years?3. Complain to your MP.
4. Change the address Dad wants replies to come to, to YOUR ADDRESS INSTEAD. He has to tell them (OBVIOUSLY NOT BY PHONE) 'please note change of address' and demand that they 'erase my old address'.
You then handle everything with our help and can tell Dad you are handling it because it's a scam.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Please note that I wrote the appeal but everything was done under my Dad's name and email address.

The PCN was issued by Wing Security. The ticket gave a link to www.iPayMyPCN and we went there to appeal as my Dad had a companion badge and he doesn't have to display in the local borough. The rejection was emailed by customerservices@zzps.co.uk

So he should email them to remove his address and complain that they are misleading him?

Address is Wing Security Limited, PCN Admin Centre, Bacchus House, KT15 2AG1 -
And they have not been in an AOS for about 3 years. Wing have no DVLA data ability.
You must always ignore windscreen PCNs from non-AOS Firms. Nothing could have happened, they could not get his data!
Sadly, the appeal handed this unregistered firm his data on a plate which has now been given to known aggressors ZZPS. All due to appealing.
Do as I suggested, hook the letters to your house. After that first (just one response) complaint and changing the address to yours, ignore ZZPS and GCTT (same firm).
Please stop taking the bait of scammers.
Remove Dad's home address from the equation and tell him he will hear no more.

I made a huge mistake responding but I wrongly assumed having a blue badge would mean the appeal would be upheld.
Also, as my Dad was worried about the ticket, I tried to solve for him.
I am really sorry, I didn't see the dummies guide. I will have a read through everything. I feel I probably confirmed too many details now with the unsuccessful appeal. Also I worry that if I ask to send letters to me and I ignore them, they will write to my Dad again.

Your father will be telling Wing that he has moved. His new address is - whatever your address is.
You of course will be writing that email, but as far as Wing are concerned it is coming from your father.
You will then be able to tell your Dad that it is all under control and you have dealt with it.4
