  • Thank you so much, yes it's definitely a Penalty Notice quoting section 219 of the Transport Act 2000 Railway byelaws, section 14.
    I'm going to give this a try. Should I wait until day 26 and do this on line do you think? Or should I be waiting for the NTK. From what I can glean form the boards, I was going to wait until day 26.
    It's not "giving it a try." It will work...

    Nothing will happen and you won't be paying.

    DO NOT APPEAL TO THE WINDSCREEN PCN.

    YES wait for the NTK (as long as your logbook has your correct postal address because that's the one the DVLA gives out next month).

    THEN wait again till day 28 in your case (the last day to appeal, on the NTK) because the whole point is (win or lose the appeal at POPLA stage) the penalty times out after 6 months.

    So all your responses should be on the last day!  Gets you closer to 'timed out' day.

    Most  APCOA PCNs are conceded at the first appeal, a tiny number are rejected resulting in the need to appeal further to POPLA. Almost every one of those is then conceded by APCOA before POPLA adjudicate. 

    If you're looking for a real juicy one which ends disastrously for the motorist ..... you won't find one!

    Funnily enough they haven't cancelled. Although they acknowledged receipt of my letter, they have stated that " as detailed in the PN I received, there is a set timeframe in which I can pay or appeal and since I didn't do either within this timeframe they cannot consider my appeal and have passed it back to a debt recovery agent. The best thing is, I never received a PN in the first instance and only knew about this when I got a letter from a debt recovery agent! Do you think I should just leave it now, or write to them again?

    Just ignore it and the silly debt collection letters that might follow. In all the APCOA cases we've dealt with here, none has come to anything.
