    You called it a PENALTY in the intro at the top.  It isn't a penalty charge notice.

    Remove the unnecessary, distracting bit about 'no period of parking' and trying to say ANPR images are not enough (they are...). This is a non-point.

    Your main point that will win is that there is no para 9(2)f warning.  That's the FIRST point about the NTK. Proves it is non-POFA and makes it easy for the POPLA Assessor.


    Thanks for that, I’ll amend it as you suggest. Do you mean remove the whole section about ANPR?

    Look at the "Contents" at the top of the CoP  -  B and C.

    Apologies re confusion  -  I should have stated "did you mean para 21.14":-

    "21.14 When you serve a Notice to Keeper, you must also
    include information telling the keeper the ‘reasonable
    cause’ you had for asking the DVLA for their details.

    I'm a newbie to the forum and to UK legislation. I recently moved to the country, so please don't be upset or angry if I ask some obvious questions, as they might not be so obvious to me. Thanks in advance for your help!

    I just received a PCN from the same BP station at Stansted Airport mentioned in this thread, so I have some questions.

    My notice seems exactly the same as those posted in this thread, with only personal details and timing changed.

    Here are my questions:

    1. Do I need to make an appeal to MET parking before POPLA?

    2. What are the main reasons for the appeal to MET? Is there a template that I can adapt to my case?

    3. In this thread, there is an appeal document uploaded in Dropbox; is this for a POPLA appeal? Can I use it for appealing to MET too?

    The NEWBIES thread is very helpful.
    Just few more questions about the steps for appealing:

    1) First, I have to appeal to MET using the following template from the above mentioned thread:
    TEMPLATE ''ONE SIZE FITS ALL'' FIRST APPEAL THAT DOESN'T SAY WHO WAS DRIVING:....

    2) Always complaint with the landowner.

    3)Anything else for starting? Do I need to wait the reply from MET for the next step (POPLA appeal)?..

    4)Following in the  NEWBIES thread, there is a post (the second) beginning with SMALL CLAIM?
    It is not my case, am I right? 

    Sorry again for asking, but I'm struggling between difficulties with the language and the technical words.
