I'm just about to email my complaint letter to Greggs, Puregym and Ouorum Biz Park - Any chance I could send it to you and see what you think? Also, I'm assuming I need to write to Excel too - and appeal so as I've not ignored totally as per advice elsewhere?

See below my opening email: Just for info:
Dear Alan Cambell MP, Quorum Park Management, Greggs, and PureGym,Please see attached, my letter of complaint and request for help in this matter regarding the Exel Private Parking Company who are demanding £120 from me after my car stopped for several minutes outside Greggs shop in the Quorum Business Park - twice in the same week.I'm in my mid-sixties with a rocketing mortgage and quadrupled gas and electricity bills which I don't honestly know how I'm going to pay and now find to my horror that this predatory private parking company is sending me threatening demands. I've been out of the country and on my return, I found 4 so-called PCNs from this company - with no right to appeal as I've only just received them.I researched the company and discovered a plethora of complaints and court cases against them and found that their character is dubious and dates back to the cowboy car clamping era, which I thought had long since ended. They were the subject of a BBC Watchdog documentary where they were accused of creating a ‘Cash Cow’ with inadequate signage that tricked motorists into having to pay a fine. They were also investigated by the Manchester Evening News – “Parking Firm in Probe over Excessive Tickets”. They have recently lost an industrial tribunal against one of their own employees for deducting spurious admin charges on wages without proper authorisation. A quick google search uncovers an incredulous history of suspect procedures, unfair practices, and accusations of entrapment. Finally, Channel 5 TV has recently documented how the whole industry is totally out of control with their "Parking - the big Con?" documentary.
Parliament is currently trying to address these cowboy-style companies as the industry is not regulated, but for now, they appear to make their own rules. I've never before come across an instant fine via CCTV with a private company purporting to be an official Council or Police style fine enforcer.
I'm respectfully requesting that Quorum Management ask for this invoice to be waivered in this instance. I'm also requesting that Greggs and PureGym (I'm a member of PureGym) support this request and apply their feelings as a retailer who can see that their customers are not being treated fairly by this unscrupulous predatory company who appear to have made a honey trap out of this layby directly outside Greggs and PureGym.

Don't use the word "fine".
Add the word "unregulated" before anything referring to the private parking company or private parking industry.
Send to the CEOs of each company and local manager by name wherever possible.. You can find a list of CEOs using the ceoemail website.

UPDATE: Today I've now had a further DEMAND FOR PAYMENT - with an increase from £60 to £130 for the first 'ticket' and I expect the other will follow shortly - so a total of £260 - Scary eh! I notice that they reference the case of Parking Eye versus Beavis at the Supreme Court to scare me off going to court.
Today I had a meeting with the manager of the PureGym opposite the laybya and he informed me that even their staff have been ticketed. He said he will escalate it to senior management. I've heard nothing back from Quorum Biz Park - Zero.
My MP Sir Alan Cambell has replied and says he will contact Excel for a reply to my complaint ie. that they are cowboys, carrying out predatory and unfair practices in order to create revenue.
Finally, I went and had a good look at the site today and noticed that the actual signs are facing away from you when you drive towards the bus stop layby - and they're pretty damn small considering they are charging you £60 a pop! The X in the photo is where I parked - and so I wouldnt have much of a chance to see the sign. The only sign that is facing you is just their normal NO PARKING sign - not no stopping - and that's full of small print. I did a video of the drive past and you'd have no chance to see or read their signage.
I know it's probably not much of a defense - but these are pure cowboys.
Any advice as to my next move?0 -
