HMO PROPERTY NEXT DOOR (BEDSITTS)

Good Morning,
I would like to ask for advise regarding HMO properties, we fall under (Ealing Council).
We are neighbours of a soon to be HMO property, we only found recently after seeing the 6 button intercom.. no one has made us aware of this, but it seems they have turned this property into 6 bedsits, unless they didnt have to give us any notice... but can anyone advise if there is anything we can do to stop this from happening? Do we have any grounds to object? Alot of neighbours are now also aware and not happy about this as it will decrease the value of the property.
After a search on the ealing website for hmo license at this current moment there is none present, so I'm assuming they haven't yet applied. They are almost finished with the refurbishment so I'm worried we have little time to act... we are afraid this may cause a nuisance, disturbance, noise and congestion on the road with already lack of car spaces. I know atleast 10 neighbours who would object.
Please can anyone advise!!
A

The wrong people...you mean tenants? As there are 6 intercoms that doesn't sound like a HMO, that sounds like the property has been converted into 6 separate dwellings. Have you tried searching for planning applications made to Ealing Council?5

Are you basing all of this purely on the number of buttons on an intercom?3

Have you tried searching for planning applications made to Ealing Council? In that case I'd get on to the council's planning department and let them investigate as turning a 3-bedroom dwelling into 6 separate dwellings would require planning permission. Creating one big HMO, single dwelling with 6 people living there, might also require planning permission if you are in an article 4 area.

I have searched the web but i dont believe my area falls in to article 4 (ealing council), If no license has been applied for, atleast it's not visible on the council website checker, should I still call the council for inspection?0

Selective licensing - designation 2From 3 January 2023, you will need a selective licence for all privately rented properties in the following wards: (I found this too, and we fall under this category)
I forgot to mention that the area is already becoming overcrowded with so many newbuilds appearing within 0.5mile, one of them is a 16 storey block of flats and another newbuild nearby with approximately 40 flats...0 -
I think Ealing Council are the best people to advise you on this as we are just people on the internet, most with no experience of what should and shouldn't happen in Ealing, what Ealing are prepared to do about it etc. 'Bedsits' is a bit of an old fashioned term, its not used much nowadays lol.
I did find this but its more for when a HMO is already occupied - but it does say its a slow process. Rarely do councils employ enough people to investigate private tenancies https://www.ealing.gov.uk/site/xfp/scripts/xforms_form.php?formID=99&language=en0
