Processor's speed was meant to be 3.60ghz but is actually 2.40ghz! Aaargh! Shady seller??

Sounds totally correct for a typical laptop processor - here is a screenshot from Taskmanager on one of my laptops - you can see the processor spec in the top right 2.3Ghz, but at the bottom you can see it is running at just under 4Ghz right now in "turbo" mode.
Download HWINFO64 and have a look at this:
The processor will automatically scale up to max speed when needed, but will also throttle back when temperature or power consumption is too high.
Typically on battery they will throttle more aggressively then when plugged in. Look at the power settings in Windows and use high performance if you need it.2 -
To answer the question, why not ask for £100 off, and accept £50? It looks like quite a capable laptop, and I expect it will perform well for years.For multiple office documents, processor speed is less important than having lots of memory, and 16GB is masses. John Lewis are selling exactly this machine, but with 8gb of RAM, for £370.
I am not sure whether extra ram can be installed?
If you check the full spec, they also say that the processor speed is 4.2ghz.
