It would be helpful if you gave us an inkling of what inkling you have? What makes you think he's not totally legit, and in what way is his lack of legitimacy relevant to HMRC?

It's surely our citizen duty to inform authorities if we think something's wrong. (Hopefully) most would do so for obvious theft, murder, other crimes, abuse. The country needs this tax revenues, help HMRC find them!

As a tenant you want to protect yourself !
Do you pay the LL in cash each month.
Has he got pockets full of brown envelope each week/month.
Two heavies when he calls to collect ?
Have you got a tenancy agreement, deposit information IF you paid a deposit.
EPC EICR GSC and PAT testing done ?
Home for for Habitation ?
Decent home standards ?
You can always speak to Shelter and they will help you get this LL sent to prison 👌

To be fair it's unclear from the other thread whether the OP reported the dog to his (the OP's) landlord, or the neighbour's landlord.
