Dog barking

I was just wondering if anybody has had any experience regarding reporting a barking dog to the council and their subsequent response. 

Just to give a little background information, my current next door neighbours acquired a young dog at the beginning of this year.  They regularly go out and leave the dog inside the house and it generally barks for as much as 90 minutes or until the owners come home. This isn't every day but more generally when the kids are taken to school in the morning and sporadically throughout week days and the weekend. I would have a diplomatic word with them however, we had a recent falling out about other noise issues which resulted in my neighbour getting physically aggressive with me on my doorstep (just so nobody gets the impression I'm just a moany old neighbour, other people in the locality were on the verge of calling the police in regard to this initial noise issue). 

This has thankfully stopped, however regarding the dog noise I'm now thinking about reporting them to the council. I do understand the process involved however, I'm very concerned about starting a process with a low possibility of a positive outcome. I can't get any information from the council regarding what is deemed as a Statutory Nuisance and I'm apprehensive about the council initially sending them a letter stating a complaint has been made. Although this is process is done anonomously they will know it's me as they are end terrace. I'm not so much worried they will know it's myself however, when I approached them politely for the initial problem I was told they would make even more noise if I was to make an issue of it, a promise they kept despite myself having no more contact with them. Basically, as paranoid as this may sound, if he thinks he annoying me I'm pretty sure it will make his day and probably leave the dog on its own even more especially if the council ultimately deem it's not a statutory nuisance.

The house is rented and I did approach the landlord about the initial noise problem but his attitude was that the problem was between myself and his tenant. He eventually stopped answering texts and calls. Because of this I don't feel as I will get any joy from him should I speak to him regarding the dog. Just to add he is aware they own a dog.

Any thoughts would be greatly appreciated.
