So I guess it depends on how the 8+ points are reached for your husband's mobility element.  If he scored 8 or more for moving around then something went wrong with his Blue Badge application.

I am note sure what points he was awarded it was quite a few years ago all I know is that there are 2 parts to it and at the time he was eligible for the lower rate.   He never went for an examination or a face to face with them it was just taken off the form which was filled in by Citizen Advice.
