Electrician will not supply certificate

We have had a kitchen installed via a company. Certain works are costed separately ie gas,some electrical work etc. We had a quote for this from installer 50% then 50% when work completed. They have been paid promptly for the 50% and some other minor work. They will now not issue certificate without payment of other 50%. We feel the certificate is part of the work carried out and NAPIT with whom they are registered are in agreement with this. They have totally messed up with the installation which is being dealt with by the kitchen company and they are sending someone else round to rectify.  So how then do we trust this guy to firstly have done the work correctly and secondly to supply a certificate if we pay him. Not only has he caused us undue distress with the kitchen installation he is now holding us to ransom for money that in our opinion he is not entitled to until his work is complete ie certificate issued. 
Any advice would be most gratefully received.

    Have you been issued a Gas Safe certificate?

    What are your concerns about the electrical work?

    If you still have problems after the second electrician has recified issues from the previous one, you can register a formal complaint with NAPIT:



    Do you know which trade body the second electrician is registered with?

  • Ok so no second electrician has been out. The one mentioned is registered with NAPIT and will not supply a certificate for work he has completed so we don’t think we should pay the other 50% the other works are being dealt with separately.

    Often electricians do not issue a certificate until all works are completed and the final amount has been settled.  If you have concerns with the standard of work that has already been carried out, you should raise this with the kitchen fitting company.

    What does the contract or quote state as the agreed terms?

    I suppose you could pay him another 40% or so and then ask again for the certificate. Withholding 50% for a certificate does seem a lot.

    Goes both ways.  If you're thinking about it that way you're also holding him to ransom.

    It does not go both ways if quote clearly states 50% before work and 50% when work completed which he has not completed without certificate. It’s a contract he has not kept to and NIPTA agree.
