I cannot see Unit 4 but that whole street seems to be DYL with a couple of areas for limited parking with limits but they finish at 16.00 (ish). It might have been parking on the forecourt of one of the businesses so daughter will have to come up with a good reason for doing that but wait for LOC/LBC2

That letter is just a template sent to everyone it's not unique to the recipient it just has fields filled in and if applicable photos merged.Although it says the "signage is clearly displayed throughout the area" the office envelope sender hasn't a clue if that's true or not, the only person that does is the guy on a moped or Corsa that stuck the PCN on the car, and he couldn't care less.4
