County Court Claim Form UK Parking Control Ltd

Good afternoon...
My husband recently received a Claim Form from County Court Business Centre Northampton from UK Parking Control Ltd dating back to Sept 2021.
Just to give you some detail.
He has received a couple of letters threatening Legal action relating to the said incident. However, he never had an actual ticket on his windscreen (that he remembers) and suspects it (may) have been removed before seeing it? He also didn't receive any further correspondence from PCN showing the offence (ie that one that normally outlines offence, provides pictures etc) The first letter he has received are ones where it seems several key dates for appeals have been missed. Thinking it was a scam (as didn't have an original ticket) he has ignored it in the belief that engaging in any aspect, even to defend, would have been an admission of guilt (as per the old advice)
I guess he was mistaken to do this, as now he is in a situation where he now had to file a defence, to avoid a CCJ?
We are really stumped how to detail a defence. As mentioned, as he didn't receive a ticket, we are unable to provide photos or other evidence that may have supported our appeal.
We searched for the site details provided on the Claim Form, which appear to be a restaurant car park. I am unsure if this is paid parking, but we have asked previously and told by the establishment that this was the case, however this may have changed since?
Do you know if there is a way that he can lodge a defence that would likely get this £260 reduced, or waived. Or from experience is it too far gone now and the only remaining option is to pay the fees?
Any help, pointers to threads, or advice would be massively appreciated.
oh and for the record the issue date on the records are 21/10/2022 but the letter was only received Saturday 5th, so already several days into the timeframe to respond?

One of the forum regulars @KeithP will be along to give you some deadlines and point you at the NEWBIE sticky and the standard defence template. What does it state in the particulars of claim on the Claim Form (N1)? Does it give you any clue or is it just the standard breached the rules of the car park? It is the named person on the claim form that has to respond to CCBC for the AoS and for compiling the defence. You can of course help.1

I am going to assume that the Issue Date on the County Court Claim Form is 21st October 2022. Please confirm.With a Claim Issue Date of 21st October, you have until Wednesday 9th November to file an Acknowledgment of Service but there is nothing to be gained by delaying it. That's tomorrow. Do not miss that deadline otherwise your Defence becomes due tomorrow.To file an Acknowledgment of Service, follow the guidance in the Dropbox file linked from the second post in the NEWBIES thread.Having filed an Acknowledgment of Service in a timely manner, you have until 4pm on Wednesday 23rd November 2022 to file your Defence.That's two weeks away. Plenty of time to produce a Defence, but please don't leave it to the last minute.To create a Defence, and then file a Defence by email, look again at the second post on the NEWBIES thread - immediately following where you found the Acknowledgment of Service guidance.Don't miss the deadline for filing an Acknowledgment of Service, nor that for filing a Defence.
Do not try and file a Defence via the MoneyClaimOnline website. Once an Acknowledgment of Service has been filed, the MCOL website should be treated as 'read only'.1 -

Goodness me, I'm having an absolute nightmare today! I meant to type 31st! October!!!! Sorry.....!
As a footnote, I have just tried logging on to the MCOL website to retrieve information re the claim, and surprise, surprise, apparently, I am putting in the 'wrong claim number and or/ password' (both of which are printed on the Court Claim Form?)
I know I have form for putting the wrong info in, and making mistakes today, but I can assure you I have checked and triple checked and loaded this information, and it is correct! Is this a ploy to not allow me to not do this online?
If I try once more I am likely to be frozen out?!0 -

@KeithP I am looking through the POPLA links in the area suggested, but none of them seem to cover any tickets that were never received?
Realistically, what defence could he legitimately put together...? ....is there a fool proof defence or is it always dependent on the circumstances of the original ticket issued and responses?
This is such a minefield of info and I'm not fully understanding it...?
