ParkingEye are one of the most litigious unregulated private parking companies on the planet. Having any unregulated PPC, referred to as rogues, scammers, and bloodsuckers by UK MPs across all parties on site let alone ParkingEye will reduce the value of any property.
More and more people are being put off from buying or renting a property infested by a PPC.
PE will target anyone and everyone who passes their ANPR scameras.

Oh dear. ANPR is completely and utterly not suited to a residential car park.
You won't even be able to have deliveries or visitors without them all getting PCNs in the post. ParkingEye don't patrol on foot either, so how is this sledgehammer going to crack the little nut you want to address (the roadway)?
ANPR is just a PCN machine.
Drop the new contract before the signs go up. Dear oh dear, what a nightmare. P/Eye don't even normally do residential areas. ANPR systems just issue fines to everyone, willy nilly, which is why it is unsuitable.
It is also blinking hard to get out of P/Eye contracts. Sincerely hope no-one has been daft enough to sign it yet?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The OP should be pointed towards ParkingEye v Somerfield.
ParkingEye Limited v Somerfield Stores Limited - Property Litigation Association (pla.org.uk)
Somerfield claimed the contract was void for illegality because of the unlawful means ParkingEye used to collect some of the fines but the Judge disagreed and awarded ParkingEye damages of £350,000.

It might go against you, yes.Your argument against that, is that this regime (the one you are fighting) operated outside the scope of what anyone would describe as 'good management' and was simply a moneymaking business preying on residents. They even refused to cancel PCNs for the landowner. They were sacked.
Re the foot patrol thing your estate managers want to sign, IMHO it isn't ParkingEye then. It'll be another one stating with P, like Premier Park, or PPS.
Do NOT let them sign it. You do not need a permit scheme.
The company (whoever it is) has the same motives as the one that was sacked. Why are the Estate Managers repeating their error and expecting a different outcome?
You only need a few larger signs along the road and a couple of rising bollard posts you can get online for fifty quid..
No permits. Those are the moneymakers because the ticketers will catch anyone whose permit slipped, or who are fetching the permit, or if you have a courtesy car one day, and they'll go for all delivery drivers, taxis etc, plus all your visitors, postmen, gasmen, traders working at your home. The lot.
