We weren't asking you to look on websites.
Just Google Hartlepool Marina Byelaws and look through results and also look at the resulting images of maps (by narrowing your search to 'Images').
We can't do this for you, as we don't know where the car park is, exactly.
Can you also show us a Streetview link showing those 'clear signs'?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The last page of the PDF shows a map and states "Limits of jurisdiction of authority edged blue" and comparing this to on Google Maps, the car park is within this.

That's not a VCS sign.
When doing a virtual drive round, I see a sun-faded red VCS sign and no large mandatory 'P' entrance sign. I see nothing to tell you that you are agreeing to pay £100, do you?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

OK I found the letter. It says arrived at 13:28:06 and left at 14:27:53.

So, if the land is under byelaws, they can only attempt to charge the driver of the car. Please understand here, you are the "keeper" - that is what is says on your V5 document - it even says on this V5 document that it does not prove ownership of the vehicle.
You need to go back and amend all you posts to make sure you have not identified the driver (the use of I, me, we is generally a clue).
You then need to put your defence together based on the court defence template. You need to explain in your defence that the land is under byelaws, so POFA does not apply. Therefore the parking company cannot find you, (the keeper) liable for the charge. They can only charge the driver, and they do not know who the driver is.

It was starting to upset me that just because the driver didn't pay 50p for an hour parking, they could charge me £100, ridiculous.
